Preparation of the Proposal was possible thanks to the continuing moral and financial support from theUW Office of Educational Partnerships (V-Provost Lois Fox), Graduate School (V-Provost David Fenner), Office of Undergraduate Education (Assistant Dean Kim Bogart-Johnson), and the School of Marine Affairs (Professor Marc Hershman, Director, and Professor Marc Miller). The School of Marine Affairs graduate student Kate Killerlain, our Research Assistant on the proposal preparation actively supported our work with UPE. Our expert-consultant in marine business Mr. Stuart Looney, former President and CEO of "Royal Seafoods"-Seattle, helped us to design the Outreach Program.

Our colleagues at UPE: Professor Richard Haines, Development Studies Group, Professor Deon Pretorius, Ms. Lara Cowie (both from the Institute for Social and Systemic Change), and Dr. Norbert Klages (Institute for Environmental and Coastal Management), were all instrumental in designing the Proposal and in obtaining the support of other University departments and University leaders. They secured written support from Professor Bruce Robertson (Director of Research, Professor Henry Thipa (Dean of the Faculty of Arts), Professor Conrad Ball (Dean of the Faculty of Science), Dr. Nico Jooste (Director of International Relations), Professor Martheanne Finnemore (Dean of Economics and Building Sciences) and of Mr. George Mandis (Acting Head of the Economic Development Unit, Nelson Mandela Metropolitan Municipality, Port Elizabeth).
