Cartel Working Rules.. 7/27/1999
. [point] get some technical 'do-ers' together to talk
. [definition] cartel "members" are:

RL 'Bob' Morgan (UWash)
. [withdrawal] a member may choose to withdraw at any time
. [delegation] a member may not delegate membership to anyone else
without agreement of a majority of the other members.
. [new members] a new member may be added by agreement of a majority
of the members.
. [expulsion] a member may be expelled by agreement of a majority of
members.
. [meetings] members will meet as a group at least once each year,
usually for 2-3 days.
. [meeting attendance] only members are explicitly invited to attend
each meeting, however each member may invite 2-8 additional
people (from their home institution or otherwise). The host
can invite more people since it's their venue. In general, we
try to keep the total size of the meeting to 25-40 people.
. [meeting logistics] members take turns hosting the event, organizing
advance e-discussion of the 'agenda' (a list of topics that people
want to talk about), and arranging for specific presentations or
dedicated discussions as appropriate. Logistics include planning
for dates, venue, lodging, snack/lunch during the meeting, and one
evening event/dinner.
. [mailing list] each member should manage the addresses from their
institution on the cartel mailing list (mailto:cartel@mit.edu).
Change requests should be sent to mailto:owner-cartel@mit.edu.
Appropriate use of the list is discussion of the sort of topics
that are addressed at face-to-face cartel meetings.
. [breaking the rules] these rules may be violated at any time by
agreement of a majority of the members.
. [changing the rules] these rules may be modified at any time by
agreement of a majority of the members.
