The following is based on a message that Marianne Ruane sent on November 21, 1996 to the irex list for advisers in the Newly Independent States. There were some very useful and interesting sites listed, though I pretty much stopped maintaining the site in 2000, so who knows how many of them still exist.
I edited the text a bit. I checked some of the sites. If I couldn't connect to a site, I left in the reference with a note "Apparently defunct site". If there was no name for a site, I put the web address. A few sites changed location and I added a few. I noted those with an asterisk (*) and put [dm] on the ones I added. --David Miles <dmiles@u.washington.edu>, 11/30/96, 2/9 & 9/5/97 (My full i.d. is at the end.)
International Education Forum: One of the Forum's resources of most interest to NIS advisers is the NEXUS Database listing of contact information for educational advisers worldwide. From the Forum opening page just select the 'NEXUS Database of U.S.-Oriented Educational Advisers Outside the United States' (the fifth listing down) and you will come to the 13 on-line directories of over 1300 advisers.
The following information is from the February 1996 issue of the European Advising Newsletter, with some new sites provided 11/21/96 by Dennis McConnell.

The internet is becoming an increasingly rich source of information on fund-raising and grant-seeking opportunities, and nowhere is this as apparent as the boom in information sites on the World Wide Web. For your information, the following is a list of prominent funding-related Web sites for you to explore. You can access the Web directly via an internet service provider, or through online services such as America Online and Prodigy.
